联合国开发计划署驻华代表:三个关键转变加速自然融资|国产毛多水多做爰爽爽爽
中新网贵阳7月6日电 (记者 刘美伶)“联合国开发计划署正在开发数字自然身份证的概念,将其作为数字公共基础设施。”5日,联合国开发计划署驻华代表白雅婷在2025年生态文明贵阳国际论坛分论坛——“绿色金融:生物多样性金融体系构建和资源调动”主题论坛上介绍。
数字自然身份证是联合国开发计划署利用数字金融技术改变保护项目融资方式的一项举措。通过整合实时监测数据和人工智能技术,提供全面的生态系统信息,提高透明度和可追溯性,促进明智的投资决策,支持可持续发展并与环境目标保持一致。
白雅婷说,当前的经济体系对自然价值忽视,从政府的角度来看,这导致公共财政与自然环境经常发生冲突。对于投资者来说,会扭曲风险回报关系,对自然有利的项目往往被认为风险太大导致无法投资。
为应对以上挑战,联合国开发计划署推出了《自然承诺》,其概述了加快自然融资的三个关键转变,分别是加强框架和条例,使自然受到关注和重视;通过重新设计现有金融工具以吸引更多投资,从而引发金融转移;利用数字金融技术,彻底改变保护项目的融资方式。
“自然的价值不再是无形的,将被公开记录,获得法律认可。”白雅婷说。
白雅婷举例说,哥斯达黎加正在试验一种证券化机制,该机制以游客进入国家公园的门票收入作为抵押。通过这种方式,该国可以发行可持续债券,为生物多样性投资提供即时流动性,而不会增加公共债务。(完)
