长三角首部科技创新协同立法决定施行|日韩无码在线
中新社合肥9月1日电 (记者 赵强)《关于促进长三角科技创新协同发展的决定》(下称《决定》)于9月1日起施行,这是长三角首部以协同立法的形式针对科技创新协同发展制定的法律性问题决定,标志着长三角科技创新协同发展迈入法治化新阶段。
《决定》共十九条,对长三角战略科技力量共育、科技创新平台共建、基础研究和关键核心技术共研、科技成果和创新资源共享、企业创新主体共兴等作出明确规定。
上海市人大常委会法工委副主任崔凯介绍,《决定》明确要发挥上海国际科技创新中心龙头带动作用,强化江苏省、浙江省、安徽省创新优势,引导各类创新主体共同参与,提升区域协同创新能力。同时,明确提出战略协同、高地共建、开放共赢、成果共享等基本原则。
《决定》规定,加大人才支持政策的协调力度,加快建设全球科技创新创业人才高地。协同引进战略科学家、顶尖人才等,支持长三角高校、科研机构、企业等联合培养科技人才,推进人才评价标准、职业资格、职称跨区域互认。深度融入全球创新网络,积极参与全球科技治理,建设具有全球竞争力的科技创新开放环境,吸引海外知名大学、高水平研究机构等落户长三角。同时,共同推动双边、多边国际科技合作,支持各类国际科技合作平台建设。
安徽省科技厅副厅长谭海斌说,《决定》将为安徽带来多重发展机遇。在创新生态上,安徽将与沪苏浙协同打造科创策源地,推动张江与合肥综合性国家科学中心“两心同创”。在产业升级方面,通过联合攻关强化前沿领域协作,借力沪苏浙技术与市场资源推动产业链协同。(完)
